Re. Boost Clean Streams Fund to $75M

Dear Pennsylvania Senators and Representatives:
On behalf of the 75 member organizations of WeConservePA and their 96,000 Pennsylvania members, I respectfully ask you to support boosting the General Assembly’s funding of the Pennsylvania Clean Streams Fund to $75 million annually. The Fund is delivering tangible water quality improvements to the benefit of all Pennsylvanians.
The General Assembly created the Clean Streams Fund as part of the FY 2022–2023 Commonwealth budget and seeded the fund with $220 million in federal American Rescue Plan Act monies; the General Assembly followed this with a recurring $50 million state commitment in FY 2024–2025. These monies have been well spent, results including 7,233 conservation practices installed or planned on PA farms to improve water quality.
Beyond simply improving water quality, Clean Stream Fund investments also reduce flooding, strengthen farm economies, support urban greening, and build resilience in communities across the Commonwealth. The programs supported by the Fund—Agriculture Conservation Assistance Program (ACAP), Nutrient Management, Stormwater Management, Acid Mine Drainage Abatement, Keystone Trees, and Clean Water Procurement—cost-effectively deliver measurable water quality benefits and economic returns. These programs equip farmers, communities, and local partners with the resources needed to implement proven practices that protect waterways while supporting long-term community vitality. A boost in Clean Streams Fund investments will help rivers, streams, and communities in all of Pennsylvania’s watersheds. This request is also consistent with recommendations from Pennsylvania members of the Chesapeake Bay Commission.
